CXC Announces Massive SBA Framework Update: Phasing Out Traditional SBAs by 2027

The Caribbean Examinations Council (CXC) has officially announced a massive overhaul of its School-Based Assessment (SBA) framework, and it is going to change how students across Jamaica and the Caribbean prepare for their exams.

Driven heavily by the rapid rise and accessibility of generative Artificial Intelligence (AI) tools like ChatGPT, CXC is taking aggressive steps to ensure the integrity of its grading system. The traditional "take-home" SBA for many subjects will soon be a thing of the past.
Here is exactly what parents, teachers, and students need to know about the upcoming changes.
The Phasing Out of Traditional SBAs
For decades, the SBA has been a staple of the CXC experience, requiring students to conduct research, write reports, and submit massive projects over several months. However, verifying that a student actually did the work themselves—rather than having an AI write it for them—has become nearly impossible.
In response, CXC is phasing out the traditional SBA model for most non-practical CSEC and CAPE subjects.
Instead of submitting a written project from home, students will now sit an examination-based assessment known as Paper 032.
How the New "Paper 032" Works
If the idea of another exam sounds stressful, CXC has clarified that Paper 032 is not designed to be a traditional rote-memorization test.
- Supervised Conditions: The assessment will be done under strict examination conditions to guarantee that the work reflects the student's actual competence.
- Advance Notice: Students will not go in blind. CXC will release the assessment topics approximately one month before the exam, giving students time to research, plan, and gather data.
- Open Notes: In a massive shift from traditional exams, candidates will be allowed to bring their reference notes into the examination room to assist them in writing the paper.
According to CXC officials, Paper 032 will heavily test application skills, critical analysis, and decision-making, rather than just recalling facts.
Practical Subjects Are Unaffected
If you are worried about subjects that require physical projects or lab work, you can breathe a sigh of relief. Practical and project-based subjects will continue to use the existing SBA model.
This exemption applies to subjects such as:
- Agricultural Science
- Visual Arts
- Music
- Physical Education
- Technical Drawing
- Food, Nutrition and Health
For these subjects, the hands-on nature of the assessment naturally prevents the misuse of AI.
The Implementation Timeline
CXC is not dropping this on students immediately; there is a phased rollout plan.
- CAPE (Non-Practical Subjects): The transition to Paper 032 will officially begin with the May-June 2027 examinations.
- CSEC (Non-Practical Subjects): In 2027, schools will have a transition period where they can choose to use either the traditional SBA or the new Paper 032 format. However, by 2028, the Paper 032 format will become 100% mandatory across the board.
What You Should Do Now
While 2027 might seem far away, current lower-school students will be the first to face this new system. CXC is strongly encouraging teachers and students to start reviewing the specimen papers that will be made available on the official CXC website.
This framework update is a necessary evolution to protect the credibility of Caribbean qualifications on the global stage. As AI continues to evolve, our education systems must evolve with it.
