✓ 2026 Verified Requirements ✓ Official Government Procedures ✓ Step-by-Step Instructions

Yes. In Jamaica the minimum age to apply for a learner's permit and for a full private driver's licence is 17. You cannot skip the learner stage: you sit the Road Code test, get a provisional (learner's) permit, practise with a licensed supervisor, then after the required waiting period sit the Island Traffic Authority (ITA) yard and road test for the full licence.

If your learner's permit was issued on or after 1 February 2023, the ITA's provisional regime says you may start applying for the full licence only after six months with that permit. So a person who turns 17 and gets the permit immediately is usually closer to 17 years and 6 months before they hold the full card — still within age 17 for many birthdays, but not on day one.

What "full licence" means in Jamaica

Jamaica uses licence classes, not a single universal card:

  • Class A — motorcycle
  • Class B — private purposes (the usual "full" car licence; manual or automatic as tested)
  • Class C — vehicles for hire and reward (commercial / PPV)

You can hold Class A and Class B together. For Class C you must already have held Class B for at least three years (ITA FAQ). That path is not available to a brand-new 17-year-old driver.

Step-by-step at 17

1. Confirm you are literate and eligible

JIS and ITA guidance require applicants to be at least 17, literate, and free of recent road-traffic convictions that block licensing. Persons with certain medical conditions may be refused or need adapted testing — see the Ministry of Justice health exclusions summarised by JIS.

2. Book the Road Code test

Email driverslicence@mtw.gov.jm or visit an ITA service hub. The multiple-choice Road Code test is free (ITA FAQ). Pass mark is 15 out of 20 (75%).

Bring what the hub lists (typically): completed learner application, three certified passport photos, medical certificate from a registered doctor (not older than 3 months), TRN, and proof of age/ID.

3. Pay for the learner's permit at TAJ

After you pass, ITA gives you a sealed envelope for the tax office — do not open it. TAJ's published fee for a provisional driver's licence (learner's) for one year is J$1,800. Always re-check TAJ Rates and Fees before you go, because fees change.

The one-year validity starts when you pay and receive the permit.

4. Practise legally

Display L plates front and back. Drive only with a supervisor who holds a valid licence for that vehicle class. Driving without the permit is an offence.

5. After six months, book the full licence test

For permits issued after 1 February 2023, wait six months, then apply for the certificate of competence (theory, yard test, road test) at an ITA depot. Pay the applicable licensing fees at TAJ. Keep certified photos and ID ready.

Fees to budget (official + variable)

  • Learner's permit: J$1,800 / year (TAJ published rate)
  • Road Code test: free
  • Doctor's medical, JP certification of photos, driving school lessons, and full-licence exam fees: vary — ask the clinic, JP and ITA depot for today's amounts; do not rely on old blog figures.

Motor vehicle licence discs (road tax) are separate from the driver's licence; TAJ publishes those by engine size on the same rates page.

Practical tips so a 17-year-old actually finishes

  1. Get the TRN first if they do not have one — every ITA/TAJ step asks for it.
  2. Book the medical close to the ITA appointment (≤3 months old).
  3. Start the six-month clock early in the year if the goal is still age 17.
  4. Use a reputable driving school that knows the local depot layout.
  5. If you live overseas and need a family member's licence renewed or documents couriered, message us on WhatsApp +1 (207) 613-5240.

Sources to confirm before you go

  • Island Traffic Authority / Ministry pages and provisional FAQs
  • Jamaica Information Service licensing explainers
  • Tax Administration Jamaica rates and fees

Rules and fees change. Treat this as a 2026 field guide, then confirm the waiting period and fee at the ITA hub and TAJ counter on the day you apply.

FAQs

Can you get a full driver's licence at 17 in Jamaica?

Yes. The minimum age is 17. With a post-1 February 2023 learner's permit you must wait six months before the full-licence application, so many teens finish later in their 17th year.

How long must I hold a learner's permit before the full licence?

Six months if the permit was issued after 1 February 2023 (ITA). Confirm at your hub if your permit is older.

What does the learner's permit cost?

TAJ lists J$1,800 for one year. Re-check the live rates page.

Can a 17-year-old get a Class C licence?

No. Class C needs at least three years on Class B first.

Do I need another medical for the full Class B licence?

Usually not for a post-1 Feb 2023 learner upgrading to standard Class B, per ITA FAQs — but Class C/upgrades need a medical. Follow what the depot requests.

FAQ

Frequently Asked Questions

Can you get a full driver's licence at 17 in Jamaica?

Yes. The minimum age is 17 for both a learner's permit and a full private (Class B) driver's licence. If your learner's permit was issued on or after 1 February 2023, you must hold it for six months before you can apply for the full licence, so many people turn 17½ before they finish.

How long must I hold a learner's permit before the full licence?

Under the Island Traffic Authority provisional regime, if you received your learner's permit after 1 February 2023 you can start applying for the driver's licence after six months. Older permits follow the earlier rules; confirm at an ITA hub.

What does the learner's permit cost?

Tax Administration Jamaica lists the provisional driver's licence (learner's) fee as J$1,800 for one year. Confirm the current fee on the TAJ rates page before you pay.

Can a 17-year-old get a Class C (PPV/commercial) licence?

No. Class C (hire and reward / commercial and PPV) requires you to have held a Class B licence for at least three years. Public passenger vehicle work also has a higher age threshold under Road Traffic rules — check with the ITA before applying.

Do I need a medical for the full licence after my learner's medical?

ITA FAQs say that if you received your learner's permit after 1 February 2023 you generally do not need another medical for the standard Class B upgrade, but a medical is required for Class C or certain upgrades. Bring what the depot asks for.
